The Quad City Area Labor–Management Council (QCALM) and rosecrance New Life Outpatient Center have partnered to provide and facilitate a Victim Impact Panel (VIP) in the Quad-City area in cooperation with the 7th Judicial District Court, Scott County, Iowa. The Victim Impact Panel (VIP) is comprised of individuals who have been affected by the negligence of an individual driving under the influence of alcohol. |
